No, it doesn't. It could only do so if you knew the specific unexpected thing that was going to happen.
When you posted the question it would have been reasonable to expect lots of silly answers and no sensible ones. You probably didn't expect the Spanish Inquisition or that Jack Straw would resign. If you had decided to "expect the unexpected" you wouild then expect at least one of the infinite things you didn't expecte to take place. But you wouldn't know which one.
So a sensible answer to this question would still be unexpected even though you were "expecting the unexpected".

I expect it does, although it does border on the realm of psychic powers. I suppose that`s only to be expected though?
How do you know what the unexpected is though?
If you are not expecting something then everything falls into that category. Maybe something is only unexpected up until the point it arrives? Once the unexpected arrives though it is no longer unexpected or expected. What is it then?

You have to know what it is you are expecting to expect it, which would then not make it unexpected.
