The expression was born when a large number of British service men were stationed on Christmas Island after WW2, they hadn t been home (on leave) for many years and were largely forgotten, Homosexual relationships developed between servicemen and locals to such an extent when news broke (in the UK press) it became an embarrassment, the more the UK government tried to black-out the news the more it leaked, the expression Camp as Christmas Island was born.

I've only heard the phrase "as gay as Christmas".... to do with the original meaning of gay as opposed to homosexual....
