Golf courses have not always had eighteen holes. The St Andrews Links occupy a narrow strip of land along the sea. As early as the 15th century, golfers at St. Andrews established a customary route through the undulating terrain, playing to holes whose locations were dictated by topography. The course that emerged featured eleven holes, laid out end to end from the clubhouse to the far end of the property. One played the holes out, turned around, and played the holes in, for a total of 22 holes. In 1764, several of the holes were deemed too short, and were therefore combined. The number was thereby reduced from 11 to nine, so that a complete round of the links comprised 18 holes.
This is the exact reason why the Scots rightfully claim Golf as "their sport"...it was indeed the changes at St Andrews that fashioned golf into what it is today.

Some golf courses have 54 holes,although you only play 18 at a time.

why are there 4 bases in baseball? 18 holes is the regulation course. some courses have 9 An I've seen courses with 27

When early Scots were playing at St. Andrews they would always take a bottle of Scotch along. After they completed a hole they would take a drink. The bottle was usually empty by the 18th hole (about 1.5 oz per hole), so they would stop playing there. St. Andrews used to have 22 holes, but was shortened to 18 for this reason. Not every golf course have 18-holes.
some even 9-holes
But for tournament go for 18

That's rather like asking why are there six holes on a snooker table. I think it's something to do with the rules of the game and how it's played
