You can download a free programme called Autoruns; it lists everything that starts up with Windows. You might get lucky and be able to disable the rogue start up folder

If not, then you will need to do a couple of simple registry tweaks:
First create a restore point
1.Start>Run>Regedit>ok
2.Now navigate to the following key:-
HKEY_ LOCAL_ MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
3.Look down the list in the Right Hand pane,scroll down to the value Userinit This value should read: C:\WINDOWS\
system32\userinit.exe,
(The comma at the end must also be there)
It might read (incorrectly):
C:\WINDOWS\
system32\userinit.exe,
C:\WINDOWS\
system32\userinit.exe,
4.If the value is different from that mentioned above then Right Click on the Userinit value and, from the drop down menu, select Modify.
Type in the value
C:\WINDOWS\
system32\userinit.exe,
in the Modify dialogue box click OK
Then go to
HKEY_CURRENT_USER\Software\
Microsoft\Windows NT\
CurrentVersion\Windows
in the right hand pane, look for a registry key called Load;
double click it and make sure the value is not set to open
the Common Folder
sometimes you might see a separate entry that says Common Folder; if that's the case, delete it
Exit the registry and restart your pc; hopefully that'll do it

You may have a command set in your startup
Try this
Click start
Click run
in the dialog box enter msconfig and click ok ( this will run the configuration utility)
from the displayed dialog select the statup tab
examine the file paths and see if you can identify the path that relates to the folder and un-tick the box.
click apply and restart the computer
only untick one item at a time.

Try this program:

Do virus scan it though as I'm not sure of it's trustworthyness.
Once installed simply use this to disable the folder opening.
Otherwise there is a windows tool you can run by going to Start>Run but I have forgotten it! I will post again if I remember...
