The Spanish education system seems to place not too much value on learning a second language. Dealing with professional people is ok - they understand the need for an international language and it may just as well be english for all they care. The average joe who works as a waiter, labourer or (dare I say) policeman speaks dick-all english. This is easily solved ifyou watch the whole of a British TV series called "Fawlty Towers" which will teach you how to communicate in "Spanglish". This involves a lot of slapping, kicking and shouting. They eventually get the message.
The French, on the other hand, all speak perfect english. One is tempted to believe that they need to understand when americans are lying to them (which is all the time). But they don't like doing it - they've never forgiven us for Agincourt. A good tactic is to learn just enough french to be able to walk into a parisienne restaurant and hold your head up high while you confidently order a boot-lace sandwich with just a smidgeon of heamorroid cream on the side. They'll let you off the hook and condescend to talking english, because at least you tried.
