Problem with intelligence services is that experienced analysts are in short supply. major technology developments have increased the amount of raw intel coming in, but it takes a skilled eye to decypher what the intel is saying. That, plus political pressure. Just like "creationists" some in govt have decided on what the outcome should be, and then try to cherrypick the intel that supports their theory. Sad tale. Sun Tzu warned everyone centuries ago in "the Art of War" that spies should only be used by the pure of heart.

No. military intelligence is a person who works with computers and plans destinations for missiles to go to and the safest travel routs to destroy the enemy.

That is so funny! Did you think that up all by yourself? No...I remember hearing that same stale attempt at humor when I received my commission 30 years ago.
