smile sweetly, perhaps even compliment him.... like " i had to talk to you because you have lovely eyes" and walk away with a smile. that looks confident, and most guys like that
If you know him already, carry on as normal. if he is a stranger, he doesnt know he real you so nothing lost.
and who says he wont be available later ;-) perhaps he has a commitment
Better to have asked than to wonder what might have been if you ever asked.
maybe the right guy is just around that corner, so dont stare at the floor or hide

if he says no then you should just say ''thats ok i was actually asking the cute guy behind you so get over yourself''. then you smile and walk away with your head high dont worry too much it happens to the best of us

Just smile, and say okay! and remember it is not the end of the world, their are more fish in the sea. Don't push yourself on him, or keep asking him, just bow out gracefully. You will find someone.

Sometimes, we want to see how determined someone is, so don't take no as the final answer.
However, if he won't speak to you after it, then he just is not interested.
Usually, a guy won't just flat out say, No. So listen to the rest of what he says, and see how things fo from there.

consider dating a numbers game and where you are playing the law of averages. There could be numerous reasons why he doesn't want to go out with you but likely nothing against you. Keep at it. we all do

depends on how bad you want him.Don't take the first no for an answer because he may just be shy.Was he on his own when you asked him out?Try again with that in mind but what ever you do keep the lines of communication open.If it's meant to be it will be.Good luck.
