Personal Oracle 8i onwards. Personal for stand alone OS. Better install windows 2000 Server. Any Oracle server will run on it.

I have never done this myself but there are versions of Oracle that will run on Windows XP (According to the Oracle Website). Here is a link that tells you which version runs on XP. If you research the Oracle website I'm sure you'll find installation/setup instructions.
