If you're looking for the birth certificate from the country they were born in than contact the hospital where the birth occurred and they will have it on file but it will cost you. If that particular certificate was turned in to the US consulate then a Report of Birth Overseas was issued and only the consulate or embassy can get you another one using the original or certified copy of the foreign birth certificate.

The document is called an FS-240, a "Consular Report of Birth Abroad of a Citizen of the United States of America.". It's handled by the State Department.

First go to the hospital where they filed their "Report of Birth Abroad" if it was a military hospital. Then take that to the embassy if you are still overseas. If not, take it to the Department of Homeland Security and they will give you a record request form to fill out and have notorized. It takes about 6 weeks.

Aha, I had to do this myself when my passport was stolen, since I was born in Austria to an American G.I. father and a Viennese mother. I believe I contacted the State Department in Washington, D.C., and asked for the "Certificate of Birth Abroad to an American Parent on Official Business" (not sure if that's the EXACT wording). Make sure they send you a copy with a RAISED SEAL; believe it or not, it makes ALL the difference! And good luck with that!
