The way I go up to a woman and flirt is go up to one and say hi and introduce myself. Find something about what she is wearing either clothing or hairstyle and use it as an icebreaker. Be playful and witty. Most of all don't take flirting so seriously. If she is warm and receptive to your advances and interactions, ask her out on a coffee date or get her number.

Try this....
When you see someone you want to talk to, focus on creating a connection. Really try and learn who they are and find out who there inner person is. I know it is kinda cheesy, but most guys try and impress or get girls to like them. But instead of focusing on what she thinks of you, focus on the connection and learning who she is.
Good flirt techniques are just by products of getting to know someone and creating the connection.

i am 54. generally, i meet women on line in chat rooms. i have good sense of humor and try to make them laugh. in person, i try to be as funny as my writing. seems to work for me.
