Children get cranky either because they're over-tired, over-stimulated, hungry, hot, cold, or else frazzled because of being brought from one place to another or trying to keep up with older children or else having parents who don't seem to understand their needs.
Some children may have any combination of the above at any time, which would complicate identifying the cause. Many younger siblings are cranky because they are almost constantly trying to keep up with older ones who don't tire as easily.
If you identify the causes you will know how to handle any cranky episode.

depends on the age of the child i guess. try to get the child down for a nap. if the child is cranky due to being ill. grin and bear it . story telling or singing while rocking in a chair is always good. but most of all cuddling and holding them works. let he child know you are there and you love them. sometimes rubbing their back works or rubbing their forehead too. good luck with the child and i wish you much patience

If it were someone else's child, what advice would you give to the parents? Follow whatever path you'd advise someone else to take.
It's hard to get specific, since you don't give any clue as to what the kid is doing, or even how old the kid is (and that makes a *big* difference). However, there are standards of behavior that a kid of - well, whatever age - should reasonably be expected to follow, and you should hold the kid to that standard. Kids do best in an environment where they know what's expected of them.

is the child cranky because he does not feel good [sick], if sick then nurture him and be patient...but if cranky because he is not getting his way, then give the child the option to go to his room and relax or to calm down...if that does not work, tell him to go to his room and come out only when he is willing to be nice and get along with everyone...and enforce it.........

are they hungry
are they wet
are they colicky
are they tiered
also helps if you add little more info
is it a newborn, infant, toddler?
a lot of cranky behaviors are more easily explained on how to deal with them if it's age specific.
