For 2005 (2006 should be a little more):

If you are not a dependent on another person's return:
less than 65 years old $8,200
65 years or older $9,450

If you are a dependent, see Table 1-2 on page 7 at:
http://www.irs.gov/pub/irs-pdf/p17.pdf

If your AGI (adjusted gross income) was over $8200 last year, you were required to file. Those numbers go up a little each year. If you are a dependent of someone else, the number is much lower. If you're 65 or over, is a bit higher.

But if you had any taxes taken out, it might be worth it to file since you might get a refund of some or all of what you paid in, and might be eligible for the Earned Income Credit.

You are required to file a tax return if your gross income is at least $8,200, but you should file a return to get any income tax withholding back and if you are over 25 maybe a little Earned Income Credit as well.

You CAN file as long as you have income. If your income is less that the level at which filing is required, you should file to claim a refund of your withholding. The dollar amount at which filing is required changes each year. It is equal to the total of you standard deduction plus your personal exemptions. If your income is below that total, your don't own any income tax. That is why I recommend filing for a refund anyway.
