A guy will say "I think I love you" because he's not sure if you feel the same way. He's self conscious... he's affraid to tell you that he loves you because he's affraid you don't love him. It's our way of getting you to reassure us that our feelings are properly placed. It's not about sex... it's about him and his feelings.

I have a different answer. people here don't know about your situation, just answering after reading your few sentence story.
I don't think that people's answers are important for you to judge/make a decision about your relationship.
What I just want to say is go for what your heart says. Even though you can regret your choice in the future, it's better than just following others opinion that everyone has in a different way.

I still think he doesn't know if he loves you fully (the way you are supposed to love someone). I don't expect him to think that you are also going to say I think I love you in response. He might love you, but doesn't know. Tell him you love him (if you do), and see what he says then.

how old are you two maybe he has been hurt and is afraid of commitment or maybe he doesn't know what real love is and is being cautious instead of jumping the gun
