The answer is simple though historic. Benjamin Franklin supposed discovered electricity by going out and flying a kite with a key tied to it. It was a seemingly foolish thing to do, flying a kite in the middle of an electrical storm. So, anytime somebody wanted to send you off on a fool's erand they simply told you to go fly a kite. It is tant amount to sating "get lost".

It means go to Walmart and by a kite and some string and go outside near a lot of power lines when it is storming and tie a key to the string under the kite and there you go!
