last night i was on the phone with my boyfriend and he just like came out and said, " i think i love you... and if not i will." i wonder if he is saying the "i think" when he really already does so that if i dont feel the same way then he can say that he doesnt. or is he afraid? is it something else entirely? am i reading too much into this?

It's his way of testing out to see if you are feeling the same about him. It gives him an out if you reject his feelings. It's nothing against you for him to say, "I think I love you." but just a safe way of phrasing his interest.

He loves you but he's being very careful about it. He knows that saying "I love you" is a big deal...maybe he hasn't experienced his current feeling before, and is just holding back a bit. Until he's absolutely sure and ready to say it.
Whatever his reason, it's very sweet and it's definitely something to be happy about :).
