"Hanging out" is fine in this situation. You're really pretty much describing a university environment where freshmen are often 17 or 18, and that's pretty normal in that environment. The danger arises from the fact that at 22-24 these guys are legally adults in every term, but at 18 the girl is still not old enough to do certain things. There is no harm in "hanging out", but if the adults are dragging this girl into things she's not comfortable doing, or not legally permitted to do then these particular adults are a problem.

Nothing wrong with that. As long as all parties involved are of legal age. Now, if you said men in their fifties and 14-year-old girls, that would be different. But you're only talking about 4-6 years difference. That's nothing.
