No, a Full and Quick format are both a normal or high level format. A low level format should really not ever be used by anyone other than a computer professional.
A low level format writes over information specific to the drive that is written as part of the manufacturing of the disk - Low-level formatting is the process of outlining the positions of the tracks and sectors on the hard disk, and writing the control structures that define where the tracks and sectors are.
A high level format, which is used in 99.9999% of the formats someone other than a disk manufacturer does is the one that rewites only the system files.
