I think that this guy isn't very mature, because that isn't something that you would say to someone who had the courage to ask someone out. Guys who have asked girls out know what it's like to get shot down, can appreciate a girl doing it and would be a lot more respectful, even if they were turning you down.
Boyfriends and girlfriends are supposed to be able to talk to each other. Get away from his buddies and your giggling girlfriends where you can talk to each other and find out where each of you is coming from.
Guy's buddies usually harass them if he's trying to do something with a girl, so get away from them. There'll be plenty of time to be with them, but you're not dating the friends.

To put it bluntly if a guy likes you...he will not hestitate in accepting your invitation, if you asked him out. There could be a few things going on here: 1. He's not into you but he doesn't want to hurt your feelings 2. He likes you but his heart is somewhere else 3. He's keen on one of your friends 4. He's got major insecurities 5. He just finished a relationship with someone or 6. He's gay...
In the end, if he is at least one of these things he is probably not worth chasing anymore. I advise to move on straight away...there's no point waiting for his answer because it could be bad news. If it is bad news, don't let him know it has effected you at all....tell him "Oh well, your loss!" in an amused tone. If you make him feel like it doesn't really faze you whether you are with him or not, it will make him think about how much you really did like him. Guys love attention from the opposite sex, so if you play it cool and stop giving him so much attention he may come to you for some. The thing is here is you need to turn it around and make him realise that YOU are the one that should be chased.
The bottom line is if he was into you he would have said something along the lines of "Sure, it would be cool to hang out" or "I'd thought you'd never ask!!". If a guy is attracted to you then not even a moving bus could get him to say 'no' or 'i'll get back to you'

Well it could mean a few things.
It could mean, I'll think about it. He may not want a relationship right now and needs to decide what to do without hurting you in the process.
It could mean, I think she's cute, but I'm keeping my options open for a hotter girl. I know its cruel, but its possible.
