I am 19 years old and my neck, sideburns, and cheeks, can all grow hair quite well, but my goatee area of my face is bald. I have a very thin mustache, no connector lines from the mustache to the chin (like how goatees are) and no chin hair. Growing a full beard would look weird on me, cause I'd have a bushy face except for a bald middle area. How much longer do you think it takes for a male to fully grow his stuff?

I don't know, but I am 19 and it is barely coming out.

Different guys do it at different rates. When I was a freshman in college, I had more facial hair than a lot of the seniors in my dorm. If you're typical, you probably won't get it all grown in until you are in your mid 20s.
