I saw someone run a cord from 1 tv to another in a sperate room and as a result the 2nd tv had cable. Never asked any Q's & wasn't sure if it was connected from 1stTV-2ndTV or reciever-2ndTV. I would also like 2 know if there is any consequences..don't want 2 do something I would regret later.

The laws on incoming cable were changed 20 years ago! You can split the signal as many times as you want however, you will find the more it is split, the worse the reception will be. If you split it to more than one other TV you will need an amplifer to boost the signal.

Comcast cable tech here...

You can split the signal but you have to know what frequency ranges your cable system uses. If you use a splitter that doesn't meet the specs then you are going to be missing out on some channels or not be able to watch tv at all.

To hook it up:

Take the cable from the wall and secure it to the side with the single post. The cable signal will be split in 2.

it is legal to split a tv cable from room to room in the same house.
it would not be legal to split it to the neibors house.

to connect.
you unplug a cable from a tv,
connect it to a splitter ( 2way, three way whatever)
run a new cable from the splitter to the first tv, and then any secondary tv's
thats all
if you go over 300 feet, I think you may need a power booster,
but thats not likely . ( you can tell cause the pict is snowy on the tv)

Go ahead and split it. It will be OK I don't think the cable cop will come in and check. Now if you were running it from the pole outside that could be a problem.

You screw the splitter into yours and extend the line out to whoever you want to add on your line. I do it in my building and the other two pay my bill and I pay nothing. You are supposed to be charged more, but the cable company makes enough.
