Depends on what you plan to do. If you're going out for dinner at a nice restaurant, then no. It's not enough.
Whereabouts do you live? If you've got a beach, go for a walk on the waterfront/beach. Watch the sun set, then go grab some ice cream or some snacks-- that's about all $20 will get ya. A date doesn't have to be expensive to be fun, but don't let her pay! I know feminists are all about paying 50/50... but we really appreciate a genteman underneath!

lets see dinner cost $10-$15 movies might as well cost you another $15 with popcorn & soda that is $10 plus gas money if need. That is nearly $50

if you don't have much money, you have to make up for it by being original
take her out for a picknick (get takeout food from a cheap chinese restaurant, a bottle of wine and 2 glasses, 2 plates and a tablecloth....) and go to a place that offers a great view or something other interesting
