I have a BS in MIS, I have a MCP, A+, Linux+ certificate and I'm going for the RHCT certificate next week. I have 5yrs of IT industry experience. I've been a QA engineer, Tech Support engineer, Software engineer, IT manager and I am currently a Systems Manager.
In a previous company, we did outsource some of our staff over to india. These positions were all positions that required at most, an AA degree. (i.e. help desk, phone support type of work) Any complex IT work stayed in the US. (i.e. server administration, automation, coding, on-site maintenance)
So in order to get a good IT job, you must be able to perform in a complex IT enviroment and be able to handle mission critical servers.
This often time requires programming skills like C++, Java, Perl, Shell scripting, Windows/Linux/Unix and a willingness to work odd hours.

Move to India or Malaysia. That's were most of the outsourcing went.
