As others have said, I think part of the reason is that they are afraid someone (in public) will see them and call the police. Personally, I would call the police if I saw an adult slap a child in the face or something on the "outrageous" side, but a spanking, with an open hand, through pants? That's not abuse, sorry. And what bugs me is that people say "don't discipline your child!" and then turn around and blame the parents when the non-disciplined child turns out to be completely out of control.
I think the other part has to do with the fact that many parents do not spend as much time with their children as they used to. With the way things are in our society today, both parents either have to work to make ends meet, or make the choice to work - so junior ends up in daycare (not that I'm against daycare) and mom and dad end up with a giant guilt trip. Because they don't spend as much time with their child, the time they DO spend they want to be "fun" which means no discipline, no ground rules, no punishments.

Child abuse laws is the big factor. How far can they go before someone calls it in?
Kids are terrible manipulators. They know how to embarrass and control parents in public. When they start acting up, a parent has four choices (1) leave the store, (2) ignore it, (3) give in or (4) correct the child. Too many parents ignore it because they HAVE to get the shopping done and they don't want to be seen correcting the child.
It's too bad stores don't have a time out corner where a badly behaving child can be left under the watchful eye of an employee.

Mainly due to ignorant people who don't understand the difference between discipline and abuse.
Now days if a parent even speaks harshly to a misbehaving child, strangers want to call the cops for child abuse.
Back in the day when a parent spoke harshly (ie "Behave or we'll go home now") or give a single tap on the butt, strangers would turn to the child and tell them to mind their parents!
So we can thank all those morons out there that tie the hands of parents so they can no longer discipline their children for fear of Child Protection agencies come running.
The result: rude children who are uncontrolable.
Sad.

Afraid? I don't think that's it. I think it's just that they are lazy and have other things they'd rather do. They don't want to be bothered with them.
Some might be afraid to hit them in public, as well they should be, they could get in big trouble for that.
But discipline is not the same thing as punishment.
Discipline means to put them into a routine where they do what they are supposed to do, and are expected to follow rules, and know what the consequences will be.
Punishment should hardly ever be necessary... especially physical punishment.
When they misbehave.... they should know that there will be consequences... and that should stop most public displays.

Some aren't afraid they really just don't know how. If a person was parented using cruel or ineffective methods (like physical punishment), then decides to eliminate those on principle, they can be at a total loss as to what to replace them with. Unless they really study to learn the better ways, they'll just wind up being too permissive and the kids will walk all over them, then they might wind up using physical punishment again anyway. It's pretty sad.

It's a mixture of embarrassment and fear. It can be awkward if your kid acts up in public. If you attempt most forms of discipline you'll have complete strangers lecturing you about what you're doing wrong and/or calling the police to report child abuse.
The best thing to do if your kid acts up in public is to drop whatever you're doing and remove the child from the vicinity right away. It might be an inconvenience to you, but the child needs to know the limits.

Most parents are afraid that some one will turn them in for child abuse and they will be scarring there Little angel for life if they so much as say no in a store. NOT I think a lot of people just discipline differently now than years ago I'm not gonna say it right or wrong just hat its different.

Because the liberals have created so many laws that deny you your parental rights, That the state can come take your children away from you without more then a claim from someone else. And it can be weeks before you even get to see them, and im many cases even after you have spent your life savings proving them wrong, It still me be weeks before you get them back.

They don't want to do it in public because some nosy-*** person may try to report them for abuse. But when that child grows up and breaks in to that same nosy-*** person's house, then he wants to know why the hell didn't you put your foot in the child's *** when he was younger? Can't win for losing!!!
