Wigger is a slang term for a white person who emulates phrases, mannerisms, and fashions commonly and stereotypically associated with black people or hip hop cultures.[1]
The term is a portmanteau combining the words white and **** er (or wannabe and *** ger), and it has historically been used in a derogatory manner. The term wigger is generally used to describe a young, white mimicker of certain affectations of hip hop and thug culture. The word is considered offensive by some because of its similarity to **** er, and because it reflects stereotypical notions about blacks. However, some people have now embraced the usage of the word wigga.
In many ways the phenomenon of white people adopting black mannerisms, slang, and cool attitude has repeated itself in every generation since slavery was abolished. It has been documented in the United States, United Kingdom and other white-majority countries. It has been seen in the blackface musician of the 1800s; the White ***** of the 1920s and 1930s; the Zoot suiter of the 1930s and 1940s; the hipster of the 1940s; the beatnik and rock and roller of the 1950s; and the mod of the 1960s.

LOL! That's what both black & white people call the young white people who try to act ghetto. It's a derogatory term and a lot of people take offense. I have never said it, but I've heard it plenty. Because my own kids were raised around black people, and grew up with the accent, they were called this quite a few times.
It never bothered them. They knew who they were, and they weren't ashamed of it. :)

Maybe I'm out of touch with common slang, but in my day it was someone who goes nuts over little issues. "He wigs out!" or "Dude, keep your wig on."
I can see how the other answers might be true of today's generation with 'gangsta' being a fad now.
