salt yes. vinegar no.
never freeze raw meat or fish with vinegar on it. is a form of acid while salt is a preservative.

I would think that the acid in the vinegar would 'cook' the meat and the salt would draw the moister out leaving you with a dried out peice of meat.
I guess it depends on what you are wanting to do with the thawed product.

If you are trying to make jerky i would reccomend it, but also add a little white pepper and worcestershire sauce. otherwise no its a very bad idea.
