If a guy puts his arm around me I think he's sexually attracted to me, and it makes me feel sort of creeped out... you know... like, why is this guy putting his arm around me, and what does he think he can get away with next...
When he puts his hand on my butt, I know I've got a serious problem on my hands. I mean, really... I'm a nice guy and all that, but what makes a guy think he can put his arm around me... and why on earth would he put his hand on my butt?

most likely he has some feelings...What kind of feelings...that you need to find out.....Some people would do it out of protection but this is rare....What you should do...next time you see him, do the same thing and see how he will react.....His reaction will be the answer to your question....

it depends on how he does it, if its friendly then its a friendly hug but if its more sexual then maybe hes trying 2 send you a message that he might be intreasted in something else
