How can I get this situation to become a relationship? Since I am his patient, what is he ethically (and legally) allowed to do if he does want to have a relationship with me? Is overt flirting allowed on my part or his part?

Well, I think that he would first and foremost have to find you another doctor...it's not ethically right to be dating you as well as being your doctor, I wouldn't think anyway.

But, are you really sure? I know a lot of docs who are lots of flirts!!!

I really think that everyone would tell you it's unethical to date him if he's your doctor. But, it's ok to date him if he's not.
If you continued dating, he would be biased to you. He would have an emotional connection with you that would hinder his ability to properly exercise his profession in terms of your health.

I'd turn him into the medical board if I found out he was dating a patient who he met as a patient.

Ethically, you should get another doctor. Then contact him to see if he's interested.

Assuming that you change your mind and accuse him: If you two got intimate, he can lose his license; If you had sex, he can go to jail.

maybe the best thing is to speak to him, maybe get him to reccomend another doctor, so that you and he can start a relationship without his work being involved.
