Do I let the semi- permanent set in my hair before or after I let the
conditionar set in?

Read the directions with the hair color!!!!!!
You put the dye (semi-permanent color) in First for how ever long it says to keep it in.
Then rinse.
Then put the conditioner in.

The best way to color your hair is to have the hair a little dirty. By that I mean, not alot of styling products but not hair that was washed that day. It lets the natural oils from your scalp coat the hair and the color doesn't dry out your hair so much. The conditioner is for after you color. There are some hair colors in boxes that now have a preconditioner. I'm not sure how to use those, so your best bet is to read the instructions.
