These baby's are what we call "branchers" they are exploring their world around the nest but cannot properly fly yet, they can flap and jump to different areas of the cage. It is OK to let them out but make sure they are in a room where they can't get stuck behind, down, on top of or under anything, there are no sharp objects and don't put them on any perches that are too high to start off with. give them small things to jump on and off of and they will gradually, over the course of a few days or weeks depending on their progress, start getting to higher perches by themselves and flying round the room. But don't leave them out on their own make sure you are there to supervise in case anything goes wrong. And don't leave windows open or deep water etc, or any other animals in the room.

You can probably tell about when they can fly by looking at their wing feathers and seeing when they mature. You can try taking them out of the cage on occasion just to see if they'll fly, of course. Also, remember to tame them, because you don't want them flying away and hiding from you at any point in the future.

Budgies start to fledge (fly) at four weeks, so it's almost time for them to start. The wing clipping means that they're right on schedule -- it's practice! Sure, let them learn now. Just be careful about doors and windows, and other habits. After they learn to fly well and they're used to it, it's time for their first wing clipping, to keep them safe.

I agree with Aquilla , these birds need somewhere to develop , shame on you if you keep them enclosed and they don't fly for the first time........don't release them to the wild , they wont come back , mother or food no way they are gone and they will die without mothers teachings
