It is an attempt of unfair global legistlation regulating the emissions of greenhouse gasses against America. Basically, gives incentives for 3rd world countries to increase emissions while forcing us to cease emissions of greenhouse gasses sending the majority of our jobs to foreign countries. The only nation in the world that this would hurt is USA. It would make us too weak to defend Israel. It would increase global greenhouse emissions 1,000% (+10X )
in a five year span. It is bad for the environment, It is bad for America, and that is the truth about the Kyoto agreement that those bastards keep trying to get us to sign on with.

Oh no, you think something else, read the document for yourself instead of taking someone's ( who has his own agenda ) word for it.

This should be it, so you can read it. It is basically an attempt to prevent global warming by controlling green house gas levels. It was proposes in 1997 and put into effect in 1998. In this case it is better to let you rread it than summarize it's effects. After reading the last answer I can see how one's judgment on this subject could totally alter what the act is all about.
