B. A donde va?= Where are you going?

C. Que es esto? =What's this?

D. Por que ?= Why

As you see the right way to ask him where he's going its B. But since is suspicious,
i suggest you also learn :

Cara contra la pared y aparta las piernas = Face the wall and spread the legs.

That happened to me just last week!! I didn't say anything in Spanish though - I just exclaimed "Good God! I'm SO sorry Mr President, Sir - I didn't realise that you were into mini-skirts ... or socks in your underpants ... or lipstick and eyeshadow!"

He was very polite though, even gave me a nice cash payment for my silence!!

Why assume he's a non-English speaking immigrant?
Why not ask
'Excuse me, can you tell me what you are doing here?
He'll probably go away and your problem is solved.
