Well if you wanted better quality of answers, then you should have given more details. These would have included your country, and that of the missing person (if different), age of the person, state of mental health, in what way the person is missing, how long it has it been since contact etc. etc.
You see a missing person could be anything from an old schoolfriend to a runaway, rebellious teenager, to a soldier missing in action in Iraq, to a left-wing activist who disappeared during Argentina's "Dirty War". You just haven't explained anything.
Certainly the Salvation Army and the police are a good start. A lot of countries have a missing persons register. Some countries have their own particular methods - the UK has a free commuters' daily newspaper "Metro" that regularly publicises missing people, and I think "Big Issue" helps in that way too. In USA they put details on the side of milk cartons if the music videos are to be believed. If there were special concerns, based on the ability of individuals to take care of themselves (i.e because of age or disability), then Social Services might also be able to advise you.

the easiest place to start is the salvation army, they are also very supportive and understanding without being intrusive. There is also the national missing persons helpline 0500 700 700

well you could try doing what I did . I entered my missing neices name in my Yahoo search wagon , and would you believe It worked , then all I had to do was go to 411.com to get her phone # and addy .
