Because Congress makes the laws. And, the laws they pass are intended to make sure Congress is taken care of before anyone else, and better than anyone else.

While his actions make him the scum of the earth in my opinion, Congress has never passed any laws that stop thier members from collecting thier pension if they commit any criminal act. And actually only the Republicans have a run that if someone is charged with a crime they have to resign, Democrats often still stay in office after they are charged and still draw thier pay.
We need serious reform in this matter, but since congress passes the laws about thier pay, I doubt we ever see it.
One note, while as I said I believe he is the scum of the earth for his actions, unless some news happened today I have missed, all he has done is obsense or suggestive emails or instant messages. All of which is not illegal from my understanding. ( sick but not illegal) but should be illegal.
Also from what I was told, but could be wrong the age of consent in DC is 16 so even is he is as sick as I think he is, it is still not illegal.

Great question!!! And, to a larger extent, why are we citizens, that elect these people, willing to pay ANY of their pensions??? We the people need to put them back on Social Security, like the rest of us, and you will see how quick that "problem" is solved.

The House of Representatives and the Senate created, at our expense, one
of the best pension plans in the world. But, to your question, he is owed his
pension, even if he is a lying scumbag

Disgusting isn't it? I think any politician convicted of a crime should lose their pension and health benefits. If they weren't so secure (for life) perhaps they'd think twice before #$#@ing their constituents.
