Why are you waiting for someone to break up with their boyfriend so that you can ask them out? Is there something wrong with you? Why don't you go and look for someone that is available. Remember what goes around comes around dude.

You wait to see if they do break up number 1, then you make sure she likes you. DONT try breaking them up, she'll hate you. Be nice to her, if they do break up, be there for her, as a friend, not as someone that wants to date her, that will make her think you just wanna hurry up and get with her. stay real good friends with her and just wait to see what happens be there in her time of need do nice thing for her say nice thing to her and if you see her boyfriend treating her wrong just comfort her and be like it's gone be okay talk it out with her always keep her laughin and eventually it will work out but don't get anything started between you and him keep you distance from him make it clear to him that you are just good friends with her

Hey, dude, I am havin the same problem. Like if you think shes gonna dump him, support her in that decision. She will be like more inclined to dump him. Now if the guy is gonna dump her, be there to support her and stuff. Just be ready to ask her out yah know, Dont let another guy scoop her up!
