To be perfectly honest, neither. Pakistan is the third most dangerous country in the world, Iraq and Iran being one and two from what I remember. If you had to go to either, I'd say India, but do some research into where the safe areas are.

Pakistan is not developed as tourist country. The law and order situation is very bad. Frankly, Pakistanis can rip your pockets off and you might end up in worse situation. On the other hand, there are not much places to visit as tourist attractions. So I suggest you to go India, as certain places of India are best as tourist attractions and worth to visit. The flavors of both countries are same but comparatively, India is much bigger and better.

as far as i know i would say India I'm not saying that Pakistan is not nice but India has more historical and cultural areas specially India has about 50 or more languages if I'm correct so it will b nice to visit India but one thing just take look around about the security not a major issue
