They still sell this in home decor books. Ask around to your friends, co-workers, family. Someone may be selling it. If not check out Kirkland's they may have something similar. I have seen the book but maybe someone remembers the name of it. Usually ladies sell this for extra money. Last resort get to a popular salon near u. I know it may be awkward but I would bet someone knows what u r talking about and would be able to help u.

Do you think you could find the skyline or maybe make a skyline and do the job yourself? Use a mirror and tape of the outline of the skyline, then spray a layer of frost over that.
