If your appliance needs 9Vac then you can safely use that adapter.

If your appliance needs 9Vdc, you can't..

400mA is the current which the appliance will draw.

1.3A is the currrent which the adapter can supply if it is called upon to do so.

Think of a vehicle battery. It can supply tens, or even hundreds, of amperes if called upon to do so. But you you can safely connect a high power bulb, such as a main beam light, which will draw several amperes, or a very low power one, such as an instrument illumination bulb, which draws much less than an amp.

The same is true of adapters.

Your appliance will only draw the amount of current(400mA) it needs. This adapter is fine if your appliance uses AC9V only. If your appliance requires DC9V this adapter will not work.

You don't say whether your appliance is also 9V AC - if it is - no problem. Your adapter amps (1.3A = 1300 mA) is the maximum allowable amps to be drawn.

The amperage is a lot higher than required. I would not use it. Also, is it an ac or dc appliance. If it is DC, then definately no.

Edit: Wow. I was mistaken. Thanks to the guys who correctly answered this question after me. I remember being taught that. Now I know. :o)
