DNA found in Exhbits a,b,c, and d
the testing performed does not eliminate the DNA donor of the swab found in Exhibit c as possible father of the DNA donorin Ex.b
This testing would exclude approx. 99.99% of randomly chosen men for paternity
The DNA in ex d was elliminated as the possible father of the DNA ddonor of the swab found in ex b

Sounds like the donor C is the father and donor D is not.
Aslo guessing you or baby is A and B and C and D are possibly Father. It's saying that Donor C matches the DNA of Donor B and that Donor D is not a match. So who ever Donor C is is the father. Took me a few times to read over but this is what I came up with.

I'm guessing that exhibits a, b, c & d are you, your child, and the possible fathers - it seems as if exhibit C could be the father and exhibit b was your child - and exhibit d (the other possible father) is eliminated - Do you know who the exihibits match up to - then you have your answer - whoever is exhibit C - hope this helps - I have never done one of these (FYI)

A=You, B=Your child, C=is the possible father, D=99.99% NOT the father. So C is the father.
