I live in the North West UK the council have made a new wide open plaza in front of the council offices but unlike the continent,just got back from Belgium,the council do nothing with it,no shows,exhibitions,or attractions just left to look prety for them.
In Belgium the plazas are always used in some way and most of the time its free shows ect,Help.

Collaborate with the local college or uni and ask their art students if they want to exhibit. Art students never have enough opportunities to show off their craft in the real world.

Yes it should be used,and by the general public.As tax-payers the people paid for it and pay for the maintenance and up-keep. Suggest uses to your council; if they dare to decline, you know what to do, occupy the plaza, have a `sit in` It is your plaza.

You should propose an event to the council and promote it yourself. Maybe no one has thought to do anything yet.
