Some cats just love to play in their water. Mine does and he has a blast.

Could be playing or like my cat's they check the water level before they drink by batting at it with their paws. Make sure you have a bowl they can't tip over or use a water station like the ones they sell at Walmart. Place a tray under it to catch the water that the cat spills or splashes.

You might want to refresh the water more often. It may be getting to stale for the cat. They like really fresh water. If this is new behavior, try and see if there is a change in the taste of the water or if you have moved the location. Cats like things to stay the same!

About six months ago for some reason my 22 yr old cat started pulling the water bowl to her with her paw when she wanted a drink. I just put a hand towel under her bowls so she doesn't splash water all over the floor.

Sometimes the cat enjoys playing in the water, sometimes the water needs to be changed out. Other times, the cat is checking the water level in the bowl to see how much is left.
Mine slides his bowl across the kitchen floor to let me know his bowl needs to be filled. :)
There are some cats who like water that "moves" when they drink it. If yours likes to drink out of the sink, tub or watch the toilet flush, yours may like the "moving" water.

I read somewhere that some cats don't like their dish being too close to the wall. That was the case with me. I also had to get a heavy ceramic dog dish. It still splashes but won't tip right over.

some cats prefeer running water to still water so try leaving the water in the bath tub running at a trickle

One of my cats does this because he can't see the water level and needs to check to see how far down it is so he doesn't stick his nose in it. Make sure the bowl is one she can see the level and she'll probably stop. Or keep ice cubes in it so she can see the level.
