There are so many things that go into it it's difficult to explain here. In fact, I'm currently enrolled in a graduate program where I basically study your exact question.
In general, I would recommend a class, assuming that your teacher is up on the most current methodology and knows what he/she is doing.
Language teaching is not like other kinds of teaching, so you have to really be aware of how people learn languages to do a good job.
You haven't given specifics about which language you want to learn, but I'd say that your best bet is to take a class from a career language teacher at a community college. Not community ed, but an actual college course. In this kind of course you have the best shot of getting a teacher who actually knows how to teach language and considers him/herself a professional.

listen to the language more often, and use it if you learn it. CDs are good. Try and surround yourself with people that speak your new language so you can try it out. And tell them to correct you if you're wrong.
Classes are good, but it may seem a bit boring...if the teacher is monotonous or you're just not motivated enough.

Attending a class taught by a teacher is the best option, in my opinion. A native teacher of your language of choice is even better.

Get a partner who speaks the language. Or move to a country that speaks the language. Or, better yet, do both.

nooo CDs....u have to attend classes in order to learn new language....it's the most efficient and effective way....for example i learned German (Deutsch by attending at Goethe isnt..) it's a German institution... if u want to learn a new language...take it from the institution of it's country...from its native speakers...good luck

classes, memorization, cds, cd roms, visiting the country--- ALL OF THEM! And speaking to a native person of that country.

be around people who speak it thats really the only way
if you dont know anybody find a chatroom with people who speak the language u want to learn

Go to a country where they do not speak English...
I did this with dutch. I was born there... and I moved here. nobody in California speaks dutch, so I was forced to speak English... granted I was in kindergarten. but within 6 weeks I was fluent.

Hang out with the people who speak it, get some of their magazines ( the ads have pictures ) and watch some of their movies with english subtitles.

be friends with a native speaker of that language.... listen to their music.....speak that language AS much as you can....though you may not know many words at first. move to a country where they speak that language......
