My puppy gets a little to rough and she hurts the kitty.

If the ear tip is gone, then there is nothing a vet can do. It can not be sewn back on at this point. Make sure it stops bleeding, and you might ask the vet if the kitty needs to be on antibiotics. My one Shepherd female bit the ear off one of my other females right in front of me! It was hard to see, but there was nothing we could do for the ear at that point besides antibiotics.
