The things we do to our hair can be damaging such as color, perms, blow drying etc.. Also our environment plays a role too. Of course a good moisturizing shampoo and conditioner are in order. But don't forget about a healthy diet also. For healthy skin, nails and hair a proper diet goes a long way.

On the hair treatment side, I'd recommend Infusium 23 Powerpac 3 minute intensive treatment. You also might try hot oil treatments once a week to see how that goes. Get a good cut to get rid of the dead ends, since it will be easier to start with newer hair. Also, use a quality shampoo that won't strip out the hair's moisture. Fructis is a very good brand that is gentle and can leave your hair shiny.
Don't wash in really hot water, and if your water is very hard (you can tell if it's tough to get a good lather or if you get mineral stains in your sinks), you might want to use distilled water for washing your hair.
On the health side, have your thyroid checked, as dull, dry hair can be a symptom of thyroid issues. Also, you need enough fat and oils in your diet to make your hair shiny, so try taking fish oil capsules, vitamin E capsules, and take some olive oil in your diet (it's good for your heart as well as your hair!).

No matter what hair texture, a little olive oil goes a long way. And deep conditioners. Queen Helene Cholestorol works great. Just a little. If you have fine or straight hair, you'll want to use a little olive oil or deep conditioners, because they tend to weigh hair down. Lightweight conditioners are great, too. Dull, dry hair requires moisture, baybee! And hot oil treatments can be your best friend.
Best of luck!

Invest in a good shampoo, shampoos like pantene and elvive etc coat your hair with chemicals. Try a professional shampoo like Kerastase or redkin they have some great products.
If your hair is dry you'll need to use lots of conditioner and try using an intensive condtioner treatment once a week (or twice a week to begin with).
Drink lots of water and eat more fruit too!

Use the new John Freida Range, the colour Glosses. THey come in 3 colours being Brown, BLonde & Red. They really make the hair look vibrant & it lasts. Every application that you do makes the hair look more and more glossier. Experience I telll you, it makes the hair colour last longer in between hair salon appointments also.
Then spray in some leave in conditioner & then add serum for that extra shiny effect. Hope that helps

Try using Sunsilk products. The shampoo & Conditioner is GREAT. Also there is a leave in product that is like a gel and leave in conditioner in one...REALLY great!! Also, Bio Silk carries a clear silk theorpy seurum that works really great and it lasts a long time. Also, you may want to try a spray leave-in conditioner by Aussie...smell great too!!

I like garnier fructis's brand of products. You can buy a glosser spray that adds shine to your style, and garnier has a great one. Also try useing John Frieda's hair glaze for your hair color. You can use it daily in the shower and it makes your color stand out and you hair look shinier and feel great!

Henna Wax! It costs 99p for a big tub and it leaves my daughters' hair (both dry from over straigntening) in gorgeous condition.
