The same way you would any other breed of dog. Bichons actually are very easy to train (they were bred to be used in the circus originally).

Crate training is very effective. When you aren't home, keep them in a crate that is reduced to size so they can only get up and turn around. If the crate is too big, they will do their business in one corner and sleep in the other. You can buy crates with adjustable dividers so you can slowly increase the size as they grow.

Every time they come out of their crate, take them outside and don't bring them in until they've done some kind of business. Make sure to tell them to "Do business" when you take them out. Praise them heavily once they're done. "Good business!" (or potty or whatever you choose. Pick one word and stick with it.)
Also, take them out about 15 minutes after eating. Same deal as above. Some dogs take more or less time. Just watch them closely. Don't leave food out all the time. Feed them at the same specific times every day. Water should always be out, though.

The most important thing to training is YOUR consistency. If you always do the same things the same way, the dog will adapt to the routine.

Remember, if the dog has an accident, it's YOUR fault, not theirs. Don't rub its nose in it, or punish it. They won't associate the mess and your reaction with what they did. If you catch it in the act, take it directly outside (without yelling or punishing), even if they're done. It reinforces the idea that they should be doing that outside. They say that puppies can take up to a year to be able to trust not to have accidents, so it takes patience and consistency on the part of the owner.

If he's a pup I would take him out every 1/2 hour than increase the time as he gets older. It's always worked for my dogs.

You just have to keep letting him out and when he goes out say "good outside yes" and when he or she does their buisness say good potty or whatever you want to say. Thats how i tought my dog and he always runs to the door when i say outside.

For my dogs everytime they went out and did their buisness we gave them a milkbone
