Paddling they do it as kittens to get the milk from mum to flow, so if they feel good they paddle.

This is probably an adaption of the pumbling that a cat does when it is making a soft place to lye on. They purr at the same time because they would not make a bed unless they felt safe and content. So when they do this on your lap they feel safe and content with you

Your cat is "meading".
It is a kitten-hood instinct that stays with cats for their whole life.
A kitten meads because that is how the kitten stimulates the momma cat into producint milk.
An older cat will mead a person because they feel a strong, comforting connection with the person.
Think of it like when people hond hands, its nice, comforting and a show of affection.

It's called "Instinctive Suckling". It's not weird at all. All felines do it , even into older age. This is also stress-busting for you as well. Give me a cat any day!. This means that they are confident in their own being and home.

I agree with moorglade. It's a sign of affection, especially if the cat's purring at the same time.

When a cat does this it is called knee-ding. It is something that they do when they are relaxed or getting there. It is soothing to them because this it the motion that they do when they suckle on their mothers as baby's to nurse....it stimulates milk flow.

Your cat thinks that you are its mother, he gets a lot of comfort that way. He also trusts and loves you!
