Everyone who works in the US pays taxes. There are some rare exceptions like foreign dignitaries and such, but everyone else does pay tax including people with a green cards, work permits/visas, and even illegal immigrants.

Some people who visit for a short time and earn small amounts in the US are not subject to income tax, though they may still be subject to FICA and FUTA.
