A. No, you don't need special paint.
B. You will need a sprayer if it's the "popcorn" type texturing. So, use primer in a sprayer.
C. See B. Sprayers are the easiest way to paint texture. Most hardware stores, such as True Value or Ace rent sprayers.

Don't make the project any more difficult than it already is. "Do not" wipe paint on with anything. All this will do is take off some of the material used for textures. I have used a roller. The wool on the roller "will" get full of the material from the ceiling. Buy inexpensive rollers and change them when needed. Use drop clothes on the floors to catch the falling texture pieces. You can use a sprayer if you have one. They can also be rented. Paint the ceiling and/or walls the same way you would paint a smooth surface.
It's not a big deal. People try to make it that way, but just use common sense and paint the damn things. Have fun and good luck.

Depends on what the texture is made out of. I'm assuming it is either plaster, drywall compound or that "popcorn" texture. In those cases, I would simply wash the surface with a mixture of water and TSP (trisodium phosphate) which will break up any grease and dirt on the walls so that the paint will stick. You can buy TSP at a hardware store, follow the directions and use good gloves and goggles, you won't want this to get in your eyes! Then use a sponge and clean water to get the TSP residue off.
Once you have cleaned the walls, use a primer to seal them (judging by part C of your question, I would say the ceiling hasn't been painted before and the plaster dust is wiping off when you rub it, washing and priming should fix this, so long a big chunks aren't coming off) and then paint your desired color (if painting a dark color, get a tinted primer to make coverage easier).

You don't need special paint for textured walls and ceilings. Best to get paint that has primer in it. The one I know of is Duramax, which is also nice, thick paint. If you want the texture not to come off the ceiling just be gentle when you roller or brush it, or spray the paint on.

Well first are you just painting the already textured ceilings or walls.You are not real clear about exactly what you are trying to accomplish here.But if you are asking what to use in preparaion,you need several roller sleeves for your paint roller handle in 3/4" to 1" nap size to cover the texture depending on how deep it is.You dont necessarily need a special paint unless you are adding more texture.

yes, i have just done this, i think you want a "textured" feel, i would recommend a rub on the first coat of paint, with a rag or towel, than if if you go over it with a brush"stipple it," or rub it in with another towel, definately don;t sand, and if u r going multi color, use a glaze, which you can do with the second coat
