This is such a totally normal reaction for a puppy who is left alone, that there is no training that will help at this stage..However, you can help him be less stressed by giving him a little chamomile tea while you are gone..
Chamomile tea works very well, and is safe for him.
Dump it out of the teabag, and use 1 teaspoon for small breed, up to 1 tablespoon for a large breed. Mix it in a little canned food, such as Mighty Dog, or Cesar's, and give about 30 minutes before he needs to relax. It will keep him happy, but reduce stress. It can be given as needed.
Puppies are just like toddlers.. If you can imagine how much a baby would cry if left alone for even 4 hours,,the puppy goes through exactly the same thing...the very best solution would be to take him to a doggy day care..just as you would a toddler.. for 4 hours, 5 days per week, it might surprise you how little it will cost..Call around and get references for any that are near you..they don't cage up the dogs, but allow them to interact, and actually continue the potty training and leash training..as well as important socialization...It is really a good idea...if your pup hasn't had all puppy shots, you will need one that has a nursery..

Lab/springer mix? He needs to be entertained while your away. Make sure he is well exercised before you go and I have suggested this before but at Pet Co or similar store has these cone shaped toy that dispenses treats when it is played with by the dog. It has to roll it, push it and generally play with it to get the treats out. Remember he is (from what you said) a new puppy and maybe he misses his mommy. Try a windup clock that ticks loud to perhaps sooth him.
Love the puppies. Good luck.

He's suffering from separation anxiety. It's scary to leave your mom and litter mates to be left alone for hours while you're still pretty helpless. Leave him with a dirty article of your clothing, sweatshirt, pj's even socks to snuggle up with. Also leaving a radio on tuned into a talk radio station playing quietly might help. Remember, if you were little, lonely, frightened and confused, four hours would feel like an eternity. If this doesn't help, e-mail me. I worked as a dog trainer/ behaviorist before kids. I have some other ideas that might help. Good luck!

Can you afford a doggy day care?
If not try getting him some stuffed animals to replace his missing brothers and sisters. Also a small ticking type clock to put in there with him and as someone else said turn on the TV.

Get him a companion, another dog or leave him with a trusted friend. He just misses you, my dog does the exact same thing when hes in the house so when i have to leave i put him in the fence with the other dogs and he isn't so sad when i leave even though he's always happy when i come home.

Chances are that isn't gonna stop any time soon. He is a puppy, that is his way of communicating that he is lonely, and that he wants to be where you are. honestly, i don't know, maybe you can try and make him a little place that is just his, make it someplace warm and with soft blankets and stuff. I wish i could help you more

I found that leaving the T.V. or the radio on helps the pup. Also, if you but a baby sounds tape in and let them listen to that, believe it or not, it does help. Good Luck.

The ticking clock idea may work. But I don't think there's anything you can do. He just has to get used to it, and used to you always returning...it'll take time. Tell the neighbors to relax.

making sure he has lots to do is the main thing.
i like to leave the radio on or some kind of music playing for my pets when i leave. it would drive me batty to be in utter scilence for four hours. maybe that would help.
good luck

At that age dogs need near-round-the -clock social interaction (when they're not asleep of course!). Maybe you could try to get some-one to come over while you're at work to entertain him.
