You would have possibly caused damage to someones property, too!
You should report the police.
My wife was in an accident on an Army post. She was rearended by a teenager with only a permit. The MPs filled out an accident report and had her sign it. They later discarded it.
A week later my wife couldnt move, and was in terrible pain. A bone in her neck was shifted. When we went to the MP station to get a copy of the report. They said that they didnt have any report of an accident that day.
Without the report my wife could not receive compensation for her injury.
Reporting is everything in the police world -- Police who neglect to report, or report inaccurately are doing themselves a favour, but hurting someone else in the end.

It was absolutely illegal.
In California, it would have been a violation of vehicle code 16000.1, which states that any driver involve in a motor vehicle accident which resulted in damage in an amount greater than $750.00 MUST report the accident.
The other person who said you should have left a note was right. If you had information which would have helped the police catch the hit-and-run driver, you should have either let the victim know or call the police yourself.

Yes it is illegal. It is called leaving the scene of an accident.
If the cops did that and you want to complain about it you should do so in writing, otherwise it won't be taken seriously. I would write the police commissioner.

well if we were all dumb pigs i guess we wouldnt've been smart enough to catch you and put you in jail the time you screwed up and broke the law. Instead of being courteous and nice to the police officer i'm willing to bet you were a prick and therefore got to wear our pretty silver bracelets! before you call us pigs remember we are people too, its just we are tougher, stronger, meaner, and more able to deal with the same people that if you even see you wet your pants and run the other way screaming for mommy to help you. pathetic really it is and if you disagree email me. i'll wait for your response but know i dont play these little games over the internet if you want to be big and bad we'll do it in the arizona desert on my peoples land yah tah eeh

it is illegal. police do not investigate unless there is a witness with tag information or the person driving did the correct thing and left a note on the car with their information. telling us it's a blue honda accord will not warrant an investigation and if there is no damage the police won't write a report.

Yes it is illegal, but depending on the damage to the vehicle or the location of the vehicle the police will use discretion. If you want to you can file a compliant, but it did not happen to you so I wouldn't.

hit and run is always illegal. Leave the info for the driver who got hit, their insurance company will deal with it, even if the cops won't
