The Navy got a lease for a Navy base in Cuba after the Spanish American War, when we occupied Cuba. We've had it ever since. Castro did cut off the water supply in GITMO (Guantanamo Bay) in the early 60's so we flew in water and eventually built a de-salination plant...it's actually one of the Nicer places to be stationed in the NAVY.

The reason is simple. We had a base there, authorized by the Cuban government before Castro and the Communists took over.
We just decided that we weren't leaving.

Spanish American War...Americans bled and died to give Cuba it's Independence from an oppressive ruler across the seas, just as French and Spaniards had done for us a century prior. We agreed to maintain a presence their to give them an ally to help keep them free from oppression. We promised to help them when they asked for it, again. We did not want the deaths of our American fighting men to have been in vain, allowing them to slip into a life they did not want. As long as they want Fidel Castro still, we will wait for them to ask for help.

We freed Cuba years back and have an agreement with them that they can not break until we agree to it (breaking the deal that is). Fidel would surely like us to leave but he can't force us.
